As early as 1972, the European magazine reported that the concept of punctuality had disappeared in about 2000 companies in West Germany because of the flexible working hour system, which allows them to arrange their time freely. In 1980, Toffler, an American futurist, pointed out in the book transfer of rights that the great era of mass production was gradually disappearing, and that flexible enterprises (flexible companies) were developing rapidly. Since 1990, there has been a publication of the emergence of flexible organizations: A Perspective from Silicon Valley, and the characteristics of flexible organizations are analyzed.
