体育产业空间集聚发展的现状与对策研究 　　摘 要：“空间集聚”是体育产业发展初级阶段的显著特征。以钻石理论为依据，从山东省实际情况出发，探讨当前体育产业空间集聚与区域发展问题。研究认为：休闲时代来临，政府因势利导，促成了体育产业空间集聚的新格局。其特征表现为：空间集聚与技术创新相辅相成；“政府”与“机会”是极其重要的影响因素；地域特色体育产业和“外围支援产业”有机结合。其困境在于：空间集聚区域分布不均衡；体育核心产业比重有待提升；政府需慎重对待自身角色。为实现体育产业的区域良性发展，建议：1）采用非均衡协调发展的宏观策略；2）以“制度+技术”作为保障；3）提升民众体育参与度，营造良好的产业环境。 　　关键词：体育产业；空间集聚；山东省；现状；对策 　　中图分类号：G80-052 文献标识码：A文章编号：1006-2076（2017）02-0027-05 　　Abstract：Spatial agglomeration is a significant feature of sports industry in its primary stage. On the basis of diamond theory and combined with the actual situation of Shandong province， this paper explored the sports industry agglomeration and regional development. Study shows that with the advent of leisure time and coupled with the government guidance in the light of its general trend， a new pattern of sports industry spatial agglomeration has come into being. Its characteristics are as follows： the spatial agglomeration and technological innovation complement each other； the government and opportunity are the most important factors； the industry of regional characteristics and the peripheral support industries integrate organically. The dilemma lies in that the regional distribution is not balanced； the proportion of the core sports industry needs to be improved； the government should take care of its own role. In order to realize the benign development of sports industry， it suggests that we take the macro strategy of non-balanced and coordinated development， take system +technology as a guarantee， improve public sports participation and create a good industrial environment. 　　Key words： sports industry； spatial agglomeration； Shandong；present situation；countermeasure 　　当前，随着经济实力的迅速增强以及城市化进程的深入，我国已经从经济起飞阶段进入大众消费阶段[1]，从国际经验来看，当人均GDP达到3 000至5 000美元时，国民经济消费将会发生转型，休闲类的消费会快速提升。2014年，发展体育产业上升为国家战略，从9月2日国务院总理李克强主持召开国务院常务会议，部署加快发展体育产业到10月20日国务院印发《关于加快发展体育产业促进体育消费的若干意见》，体现了国家在产业结构转型升级的关键时期对体育产业的准确定位，为体育产业发展提供了前所未有的契机。 　　体育产业国家战略的实现依靠区域发展。作为经济发达省份，依靠交通发达、地处沿海等独特优势，山东省体育产业蓬勃发展，初步形成了以产业基
