中国（国际）水务高峰论坛在线——2014 （第二届）中国水利信息化与数字水利技术论坛（论文集） 分行政区入河污染物总量监测计量模型研究 周少林 张 兰 饶和平 摘要 ：为了对流域内地方政府的水污染控制管理进行评价，开展了分行政区入河污染物 总量监测计量模型研究。模型的核心是以流域范围内的行政区为管理单元，通过建立区域边 界断面的水量水质监测站网体系，监测并计算不同单元的入河污染物总量 ，并以此为基础设 计相应的考核指标，明确流域内地方政府的水污染控制责任。阐述了分行政区入河污染物总 量监测计量模型的基本原理、边界条件、简化条件和计算步骤，对以行政区为对象的监测计 量、分析评价和绩效考核指标体系进行了初步的设计与分析。模型的建立可为监督考核地方 政府的治污减排成效提供理论基础和依据。 关键词：入河污染物；总量；监测计量；模型；分行政区 Research on supervision and calculation model of total pollutant entering rivers in administrative division’s supervision and management system ZHOU Shaolin Zhang Lan RAO Heping (Network and Information Center, Changjiang Water Resources Commission, Wuhan 430010, China) Abstract: In order to evaluate the performance of local government in water pollution control and management in a basin, supervision and calculation model of total pollutant entering rivers in administrative division is researched. The core of the model is that taking administrative division as management unit, setting up supervision network system of water quantity and quality at boundary of administrative division to measure and calculate the total pollutant entering into river of various administrative units and based on the measurement and calculation results to set up corresponding evaluation indices and determine the water pollution control responsibility of local government. This paper gives brief introduction to the basic principle, boundary condition, simplifying condition and calculation procedure of the model, preliminarily analyzes and designs the systems of supervision and measurement, analysis and evaluation, performance appraisal for administrative region. The model establishment can provide theory basis for supervising and appraising the performance of pollution control and release reduction of local government.
