The determ in ist geopolitics strongly believes that geography determ ines politics, m akes the source of pow er and gives directions of decision- m ak ing. Contrary to the determ inist ideas the possib ilism or the probabilism holds that the truth about m an- environm en t relation is up to hum an choices that are greatly diversified due to d iversity of cu lture, technology and institu tion. Under the filtering of d iver sified cu ltu res, technologies and institutions them ean ing of natural environm ent has to be a function of human attitude, target and technology. This constitutes the fram ew ork of the developm ent of geopolitical ideas. This alsom akes the d istingu ishing necessary betw een the influence upon decision- m aking and the influence upon the resu lts of decision- m aking.
