Using a mathematical model, economical and intensive land use of 10 typical enterprises were evaluated. The results showed that the levels of economical and intensive land use of the enterprises in the development zone were inversely correlated with the intensive use potential in future. The overall level of the land utilization by the enterprises in the development zone was economical and intensive with a normal distribution in general. It was suggested that the policy of land use control should be developed based on the performance on the land use scale and efficiency of each individual enterprises in the development zone.
