麈亏学握 2013，3(07)：67—73 Journal ofAgriculture WWW．caaj．org 全国农业科技成果转化交易服务平台建设刍议 边全乐，周宪龙 (农业部人力资源开发中心／中国农学会，北京100125) 摘要：中国农业科技成果转化交易率长期以来处于较低状态，其主要原因，一是成果转化的信息严重不 对称，二是成果转化的机制不完善，三是成果转化的支撑体系不健全。为此，笔者提出了建设“全国农业 科技成果转化交易服务平台”的设想。平台由资源汇集展示服务、政策支持服务、科技成果交易评估服 务、科技成果交易服务、产学研合作服务、中小试服务、科技投融资服务、科技成果管理等8个子服务平 台构成，其性质是一个为农业科技成果转化交易双方和向交易双方提供服务的第三方提供政策、技术、 人才、资金等一系列的支持和帮助的公益服务系统。为保障平台的顺利建设与运营，建议出台组织、机 制、政策、人才等4个方面的政策措施。 关键词：农业科技成果；转化；交易；服务平台 中图分类号：S-9 文献标志码：A 论文编号：2013．0424 ARustic Opinion on the Constructing of the Service Platform for National Agricultural Science and Technology Achievement Transformation and Transaction Bian Quanle，Zhou Xianlong Human Resource Development Centre ofthe肘m如￡∥o／Agriculture／ China Association ofAgricuhural Science Societies，Beijing 100125，China) Abstract：The rate of our country’S agricultural science and technology achievement transformation and transaction was in long-term low status．The main reasons are as follows，firstly，the information asymmetry of the achievement transformation is serious；secondly，the mechanism of achievement transformation is imperfect；thirdly，the support system of the achievement transformation is unsound．Therefore，the author put forward an idea of constructing‘the national agricultural science and technology achievement transformation and transaction service platform’．The platform consists of resources collection and exhibition services，policy support services，science and technology achievement transaction evaluation services，science and technology achievement transaction services，cooperation services of industry，education and academy，small and medium—sized test services，science and technology investment and financing services，management of science and technology achievements etc 8 sub-service platforms，and its nature is public service system which provides policies，technologies，talents，capitals and a series of supports and help for both parties who participated in the agriculture science and technology achievements trans
