Marine Oil Pollution Emergency Response Plan Of Taipei Harbor Branch, Keelung Harbor Bureau Promulgated in accordance with Letter Reference Pei-Kang-Hang-Tzu No. 2622 on Nov. 12, 2001 Ⅰ This plan is enacted in accordance with Article 11 of the Marine Pollution Control Act, in order to deal with a marine oil pollution emergency and to prevent, clear or minimize the pollution in this harbor. Ⅱ Purposes In order to prevent, clear or minimize the negative affects of a major marine oil pollution emergency upon persons, ecology, environment or properties, we must use all resources, when the emergency is likely to happen or has happened, in accordance with the notification and response system provided in this plan, to acquire pollution treatment facilities and technicians to provide a safe, timely and effective solution to the problem. The following events should be deemed as marine oil pollution emergencies: (I) If oil in the oil tanks or tank vehicles leaks or may leak out to the water area of this harbor; or (II) If chemical products in storage tanks or tank vehicles leak or may leak out to the water area of this harbor; or (III) Marine distress or other incident happening in this harbor, which allows or will allow the carried materials or oil to leak out and harm persons’ health and/or cause severe environmental pollution; or 1 (IV) The waste oil discharged, spilled or leaked from the ships in this harbor may harm persons’ heath and/or cause severe environmental pollution. Ⅲ Notification System (I) Upon being informed of an occurrence of marine oil pollution, we are required to submit the relevant documents, such as the Marine Oil Pollution Notification System provided in Annex , Receiving Units and Telephone Numbers provided in Annex ,Ⅰ Ⅱ Marine Oil Pollution Report provided in Annex and Disaster Report of TaipeiⅢ Harbor Branch provided in Annex , to the Environmental Protection Administration,Ⅳ Executive Yuan, Ministry Of
