1 目的Objective 为强化施工作业现场HSE管理，纠正作业违章行为、及时处理作业失误和初起事故，避免造成重大财产损失和人员伤亡，制定本标准。 To strengthen HSE management on construction site, correct violation behaviors, timely handle mistakes and initial incidents, thus to avoid heavy losses of property and casualties. 2 适用范围Scope of application 适用于公司所属各单位以及工程项目施工承包商。 Apply to all departments of the Company and Project construction contractors. 3 术语或定义Terms or definitions 3.1 专职安全监护员：由公司人力资源与行政部外聘的安全监护员。 Full-time Safety Watch refers to the safety watch employed by HR Admin Department 3.2 兼职安全监护员：取得联合石化公司岗位操作证书的在职员工（含派遣协议工）。 Part-time Safety Watch refers to the employee (including contractual employee) who have obtained FREP post operation certificate. 3.3 承包商安全监护员：在联合石化公司施工管理部门和HSE部备案的承包商专业管理和安全管理人员。 Contractors’ Safety Watch refers to professional management and safety management personnel who are registered in FREP Construction Management Department and HSE Department. 4 职责Roles and Responsibilities 4.1 HSE部负责审查专职安全监护人员用工计划，对专职安全监护人员和承包商安全监护员实施公司级安全培训教育，对承包商安全监护员进行备案，并对监护人员进行业务指导、监护情况检查和考核。 HSE Department is responsible for reviewing the deployment plan of contract safety watch for units, conducting company-level training to the contract safety watch, instructing, checking and examining the guarding status. 4.2 业务团队负责提出专职安全监护用工计划和指派其现场监护，对专职安全监护人员实施团队级、班组级HSE教育和日常管理；监督作业现场安全管理。 Business Team is responsible for proposing the deployment plan of Full-time Safety Watch and assigning on-site Safety Watch, conducting team-level and shift-level HSE training to them as well as routine management, and supervising site safety management. 4.3施工管理部门（IPMT施工管理部或OPMT机械设备部）全面负责作业现场安全管理，督促承包商安全管理人员和现场监护人员全面遵守和执行联合石化现场作业有关管理标准。 Construction Management Department (IPMT Construction Management Department or OPMT Mechanical Department) shall be responsible for the overall site safety management, encourage Contractor’ HSE safety management personnel and safety watch to fully comply with the FREP relevant safety management standard on
