1 目的 Purpose 根据国家法律法规和国家标准,为保障员工工作期间的安全与健康，加强公司劳动防护用品的配备管理，强化公司员工劳动防护用品的使用管理，制定本管理标准。 This Management Standard is formulated in accordance with national laws and standards to assure safety and health of the Company’s employees during work and strengthen the management of PPE supply and use. 适用范围 Scope 公司所属各部门及全体员工，分承包商可以参照本管理标准执行。 It is applicable to all departments and all employees of the Company. The subcontractors may also refer to this Management Standard for implementation. 术语或定义 Terms or Definitions 劳动防护用品：是指公司为员工配备，在工作过程中使用的防范伤害和职业危害的个人防护物品。 PPE: refers to personal protection equipment provided by the Company for employees to protect them from personal injury or occupational hazards during work. 一般劳动防护用品: 阻燃防护服、防寒服、防护鞋、防护手套、雨衣、雨靴、安全帽、安全眼镜、耳塞/耳罩等。 General PPE: flame retardant clothes, cold protective clothes, protective footwear, protective gloves, raincoat, rain boots, safety helmet, safety glasses, ear plugs/ ear muff, etc. 特种劳动防护用品: 面部和呼吸防护用具、眼护具、安全带（网）、特种防护服及皮肤防护用品、个人有毒有害气体检测仪等。 Special PPE: facial and respiration protection device, eye protection device, safety harness net , special protective clothes, skin protection appliances and personal toxic and hazardous gas detector, etc. 生产区：指生产装置区、油品储罐区、产品装卸区等工作场所。 Production area: refers to production units, oil storage tank farm, long-distance pipeline, product loading/unloading area etc. 4 职责 Responsibilities 4.1 HSE部HSE Dept 4.1.1 依据国家法律、法规，制定和修订公司《劳动防护用品配备与使用管理标准》。 Develop and revise Personal Protection Equipment PPE Supply and Use Management Standard in accordance with national laws and regulations. 4.1.2 依据劳动防护用品国家标准和公司要求，制定员工劳动防护用品配备标准、品种、规格。 Develop the supply standard, types and specifications for PPE to employees in accordance with national PPE standard and Company requirements. 4.1.3 “福建联合石油化工有限公司员工劳动防护用品配备计划”和更新计划。 Develop “PPE Supply Plan for FREP Employees” and replacement plan. 4.1.4 负责公司范围内个人有毒有害气体检测仪管理，制定配置计划，确定品种和技术参数，建立管理台帐，安排检测仪的定期送检、更新计划。 Be responsible for the managem
