浅谈对我国农产品贸易技术壁垒的战略研究 摘　要 近年来，在国际农产品贸易中，西方发达国家逐渐用各种技术性贸易壁垒取代传统的贸易壁垒方式，阻止发展中国家向其出口农产品。技术性贸易壁垒成为发达国家和发展中国家农产品贸易争论的焦点。中国在20多年的对外开放中其经济得到了飞速的发展，尤其在中国加入WTO后更要扩大出口。但中国是一个发展中国家，在技术和资金上还落后于发达国家，出口产品主要以可以充分发挥我国劳动力资源丰裕、具有比较优势的劳动密集型的产品为主，而这类农产品又是发达国家技术性贸易壁垒的主要对象，农产品就是典型的这样一类产品。随着经济的发展，劳动密集型农产品出口受到技术性贸易壁垒的阻碍作用越来越大，技术性贸易壁垒成为我国农产品扩大出口最复杂、最难应付的障碍。如何突破国外农产品技术性贸易壁垒对我国农产品出口的限制，如何建立我国农产品技术性贸易壁垒体系，这是我国目前迫切需要解决的问题。本文从技术性贸易壁垒内涵和特征出发，分析了技术性壁垒的经济效应，结合 WTO 农产品技术性贸易壁垒相关协定和国外农产品技术性贸易壁垒的现状，提出了应对国外农产品技术性贸易壁垒和我国建立自身的农产品技术性贸易壁垒体系的相应对策。 关键词： Abstract Along with speeding up of course of economic globalization and trade liberalization, the traditional trade tariff is weakening while technical barrier to trade (TBT) is becoming more and more prevalent. With the open Policy in the Past 20years.the economy in China has made great Progress. Especially After China entry into the WTO, it will still continue to extend exports .However, China is a developing country and large behind the developed country in both technology and capital. Therefore we should export the Products which could exert our special advantage of rich and Intensive labor, such as the very typical one agricultural Products. But in the developed Countries the agricultural Products are the main objected Products by the technical barriers to Trade. With the economy developing, the export of our agricultural Products with labor-intensive has been hindered more and more largely by the technical barrier to trade Which has been one of the most difficult Problems to cope with in our export of agricultural product. The thesis is trying to provide some theory analysis and policy suggestions to help the governments and enterprises to avoid and surpass TBT, at the same time set up Chinas own TBT with unique Chinese characteristics to protect agricultural production and farmers benefits At last, several practical countermeasures for both short term objectives and long term plans are put forward to guarantee Chinas benefits in international trade, to
