工程量清单计价模式下招标控制价的编制研究 摘 要 本文针对工程量清单计价模式下招标控制价的编制，将其分为编制前期准备工作阶段、工程量清单编制阶段、计价工作阶段和审核阶段四个阶段，同时对各阶段的工作内容进行了详细描述。其中采用了文献勾选法、价值工程法、层次分析法、ABC分析法等方法着重对其招标控制价编制过程中存在的关键问题进行分析和研究，并提出了相应解决对策和建议。以期为招标控制价的合理编制起到一定的借鉴作用。 研究的主要内容有： （1）在编制前期准备工作中，利用价值工程法、层次分析法等对编制单位选择、现场勘察和资料收集、常规施工组织设计确定的重要内容进行了分析和研究。 （2）在工程量清单编制工作和计价工作中，在分析《建设工程工程量清单计价规范》（GB50500-2008）中相关条款的基础上，明确了工程量清单编制和计价的依据和要求。并且通过文献勾选法确定了招标控制价编制工作中存在的关键问题。工程量清单编制关键问题分别是：项目特征描述、清单项目完整性、工程量准确性；计价工作关键问题分别是：招标控制价计价过程与定额计价的衔接、综合单价的风险、材料价格的确定。针对这些问题本文采用概率论、ABC等方法提出了解决方法和步骤或解决对策和建议。 （3）在审核工作中，主要对审核机制进行了研究，通过比较分析确定了审核机制中的审核方法，并且对审核方法进行了流程研究。最后对审核的内容和重难点进行了分析和总结。 关键词： 招标控制价 工程量清单 综合单价 Research on Compiling Work of Tendering Control Prices under the Mode of Bill of Quantities ABSTRACT The paper classifies compiling work of tendering control Prices into four stages based on the mode of Bill of Quantities: preparatory work, preparation of BOQ, Valuation work and audit work. In the same time, the paper describes the work in a detailed way. In the meanwhile ,the article describes the work during every stage.the research that the key problem during compiling process of tendering control Prices uses checking the literature, value engineering method, AHP, ABC Analysis etc. methods, and put up solutions and suggestion in order to used for reference for reasonable compiling of tendering control Prices. The main contents are as follows: (1) In the preparatory work, the paper analyze important content of the choice of the preparation unit, site survey and data collection, determination of conventional construction design by using value engineering method, AHP,etc. (2) In the work of preparation of BOQ and Valuation work, the paper make sure the basis and the requirements of preparation of BOQ and Valuation work based on the analysis of “onstruction of the Bill of Quantities Specification”(B50500-2008) by checking literature he paper make the key problems clear in compiling work of tendering control Prices.
