The implementation of the strategy of maintaining the province by relying on ecological conservation in Qinghai province is important in protecting and constructing ecological system of the plateau. It is concerned with the plateaus economic and social sustainable development and the further national ecological security. With the acknowledgment of the substance of the main- taining the province by relying on ecological conservation in Qinghai province, this paper proposes special mea- surements and suggestions in ecological legislation, protection, construction and economy and culture.
