Cindy Huan Regulating food safety is an important task in every country. In Norway, this task is regulated by three main authorities: agricultural, health, and fishery authorities. The authorities consists of the following public agencies: The Norwegian Food Control Authority, The Norwegian Agricultural Inspection Service, Department of Chemical Analysis (MIAN) and Norwegian Institute of Public Health (NIPH). Most of these agencies are not located within the agricultural ministry. They are independent of agricultural industry. They are designed to carry out specific tasks such as research, prevention, surveillance, set standards, or response to outbreak disaster. Some of the national agencies have local agencies embedded within them. The Norwegian Food Control Authority is an example of multilevel agencies. It is consists of a large national agency and a lot of local smaller agencies. Within the Norwegian Food Control Authority, there are 80 Municipal Food Control Authorities, and the Directorate of Fisheries. Local municipal authorities investigate any suspected food borne infections and intoxication, then report the finding to National food control authorities. Most of the agencies are not fully autonomous; they work together with other local agencies. Local authorities are separate but they don’t communicate or share their finding. They individually report their finding to national agencies to work together with them to provide superior protection for the consumer. The national agencies act independently from other agencies; each agency regulates and controls certain food. The Norwegian Food Control Authority regulates and controls most of the food in Norway and the other food products entering Norway from other third world countries. It carries out meat inspection and official monitoring programs, but does not have any control over the fish products.
