Abstract ：In order to extract the traffic state information for variable message signs ，velocity ，saturation and average delay are determined as traffic parameters ，and the correlation links traffic state information extraction method is proposed based on fuzzy reasoning.According to drivers ’response properties of VMS information ，the VMS guidance strategies for conges- tion management are designed.When the correlation links are all in congestion state ，the relative optimal traffic state link dis- crimination method is proposed based on Vague sets sorting ，and then the numerical results of a case study testify the effec- tiveness of the proposed model.The guidance strategies proposed can guide crowded traffic flow gradually and provide deci- sion support for drivers ’route choice in congestion.
