公租房供给的民营化模式研究.pdf

摘 要 居住问题既是个人首要解决的问题，也是一个政府必须解决的民生工程。公租房作 为保障房体系的重要补充部分，在改善中低收入者及家庭居住环境、减轻人民负担方面 发挥了巨大的作用。 公租房具有强大的社会效益，是带有公共性的准公共产品。我国政府承袭惯有传统， 在公共产品的的供给上既充当安排者又充当生产者的双重角色。在过去的三年期间，广 泛采用政府主导、国有企业参与的供给模式，严重制约着我国公租房的发展，无法满足 更多需求者的住房需求。于是，探索公租房供给的新模式成为焦点。本文通过对公租房 的特性研究以及民营化工具的相关理论引用，对公租房的供给环节进行不同于以往的重 新设计，即打破政府垄断供给模式向民营企业参与供给模式转变，将竞争引入到公租房 供给，实现把物品安排者与生产者相分离的目的。这样一来，政府将有更多精力和时间 做好公租房的安排及生产建设的监督工作，企业发挥优势做好生产建设工作，从而提高 公租房的供给效率，降低供给成本以及提高公租房的质量。本文运用物品分类理论和福 利物品分类理论对目前政府在公租房供给中的角色错位进行分析，利用公共选择理论、 委托—代理理论分析公租房供给民营化模式的合理性和可行性，最后建立起“合同外包” 和“BOT”两种新的公租房供给模式。 关键字：公租房；供给；民营化；模式； 1 Abstract The housing problem is not only individual primary problem, but also a government must solve the livelihood of the people project. The public rental housing as important complementary part to the protection of housing system, play a huge role to improve the living environment of low-income persons and families, reduce the burden on the people. Public rental has a strong social benefits, with the public nature of the quasi-public goods. My government inherited customary tradition, act as both arrangements and as a dual role of producers in the in the supply of public goods. During the past three years, extensive use of government-led, state-own enterprises to participate in the supply mode,severely restricting the development of Chinas public rental housing,unable to meet more demand for housing demand. So,explore a new mode of public rental hosing supply become the focus. In this paper, by studying the characteristics of public rental housing, and reference the privatization tools theory to the supply of public rental housing sector different from the re-design of the past, that is to break the government monopoly
