科学发展观论文：科学发展观视域下中国环境政策价值取向研究 【中文摘要】自1972年斯德哥尔摩联合国人类环境会议以来,中国制定与施行的有关环境保护的重大决策与行动达数百项之多。但是,从各种官方对中国环境状况的评价来看,中国的环境状况基本上是保持了一个有所控制但难以有效控制的趋势,现行的环境政策不能从根本上扭转经济与环境相冲突的局面,政策有效性不足的问题凸显。现代公共政策理论认为价值问题是政策科学的基本问题,价值取向是公共政策最本质的规定性,政策的价值取向直接影响到政策制定、执行到评价的全过程。鉴此,本文立足于科学发展观对人与自然关系的解读以及经济社会发展规律的揭示,从价值取向的角度对中国环境政策有效性不足问题展开分析,提出新时期中国环境政策的应然价值取向。文章分为四个部分：第一部分通过对价值与价值取向含义的考察与界定,概括了环境政策价值取向的内涵及其特性,同时对确立环境政策价值取向的必要性及其理论与现实基础做出了阐述。第二部分主要从环境政策价值取向的理论来源角度叙述了科学发展观的理论内涵及其生态意蕴,分析了在科学发展观指导下的环境保护工作所应遵循的各项原则。第三部分主要从环境政策价值取向的现实基础的角度阐述了中国环境政策的演进历程及各阶段所呈现的特点,随后通过对中国环境政策面临的严峻形势的梳理,分析了中国环境政策存在的问题。第四部分则在前述中国环境政策现状的基础上,结合科学发展观的要求,阐明了科学发展观视域下的中国环境政策价值取向。 【英文摘要】Since the United Nations Conference on Human Environment in Stockholm in 1972, China has formulated and implemented hundreds of decisions and action on environmental protection. In the view of the official evaluation, China抯 environmental situation has basically been brought under control, but the control is still inadequate. Current environmental policies can not fundamentally solve the conflict between economy and environment.According to modern public policy theory, value orientation is the most essential requirement of public policy. It has a direct impact on formulation, implementation and evaluation of the policy. Based on the interpretation of the economic and social development rule and the relationship between human and nature, author analyzes the shortage of environmental policy effectiveness, puts forward the appropriate value orientation of China抯 environmental policies.This article is divided into four parts:The first part is an introduction.
