“先行示范区”背景下深圳高等教育发展策略与行动建议

摘?要：中共中央、国务院发布《关于支持深圳建设中国特色社会主义先行示范区的意见》，使得如何推动深圳高等教育的发展与社会主义先行示范区的城市定位相匹配，提出具体的行动建议方案更加必要且紧迫。本研究将尝试为深圳示范区高等教育发展和人才培养体系的建设破题。在总结国内外高等教育发展的经验结合深圳高等教育发展现实需求的基础上，文章认为深圳高等教育的发展定位应当包含补短板、探新路、树标杆的多层次定位。在发展过程中应当在高等学校和专业建设方面扩大规模、提升内涵，坚持国际化、特色化、多层次的办学体系，并在所有制结构、服务民生、政策创新方面为我国高等教育提供可借鉴的经验。

Abstract：TheCPCCentralCommitteeandtheStateCouncilissuedtheopinionsonSupportingShenzheninBuildingthePilotDemonstrationareaofSocialismwithChinesecharacteristics，whichmakesitmorenecessaryandurgenttoputforwardspecificactionproposalsonhowtopromotethedevelopmentofhighereducationtomatchedurbanpositioning.ThisresearchwilltrytosolvetheproblemofhighereducationdevelopmentandtalenttrainingsystemconstructioninShenzhen.OnthebasisofsumminguptheexperienceofdomesticandforeignhighereducationdevelopmentandcombiningwiththeactualneedsofShenzhenshighereducationdevelopment，thispaperpurposedthatthedevelopmentorientationofShenzhenshighereducationshouldincludethemultilevelorientationofreinforcingtheweakpoints，exploringnewwaysandsettingupbenchmarks.Intheprocessofdevelopment.Itshouldexpandthescaleandenhancetheconnotationintheconstructionofinstitutionsofhigherlearningandspecialties，adheretotheinternationalized，characteristicandmulti-leveleducationalsystem.AndonthisbasisShenzhencanalsoprovidereferenceexperienceforChinashighereducationintermsofownershipstructure，serviceforpeopleslivelihoodandpolicyinnovation.
