The study adopts a mixed research method, including questionnaire survey and medical record analysis. This midterm report mainly introduces the basic situation and preliminary result analysis of the questionnaire survey. A total of 156 patients participated in the questionnaire survey, and the survey results showed that 72.4% of the patients were aware of the basic drug catalog and were able to obtain free or low-priced basic drugs through doctors or pharmacists. After the zero-markup drug policy was implemented, the cost of purchasing drugs in medical institutions for patients decreased significantly, but the cost of purchasing drugs outside the hospital increased slightly. The preliminary results show that the zero-markup drug policy has a positive effect on the medical expenses of patients, but there are also some problems and challenges, such as how to ensure the effective implementation of the basic drug catalog and how to solve the trust problem between medical institutions and patients.
