乡镇服务型政府调查与建设研究——以兴化市临城镇为例.docVIP

摘 要 乡镇政府是沟通党和人民群众的桥梁，是党和国家的一项重大政治任务，构建服务型政府是我国行政管理体制改革的一个重要方面。在新的形势、新的任务、新的要求下，乡镇党委要把重点放在强化服务型政府建设上，从思想、组织、作风、反腐倡廉、制度建设等方面，不断提升政府的公信力和执行力。本文从服务型政府理论为切入点，进行个案研究，运用调查法与文献法，并对问卷进行数据分析。本次调查发现乡镇服务型政府存在着基层公务员建设服务型政府的认识不足、乡镇居民自觉参与公共管理的意识不强以及乡镇政府服务群众的能力与群众的需求存在差距的问题。针对这些问题，本文提出乡镇政府需改变运行机制，增强服务理念，完善监督机制，鼓励群众参与，密切联系群众，明确群众需求，为乡镇服务型政府的建设和发展奠定基础。 关键词：乡镇 服务型政府 公众满意度 Abstract Township and town governments are a bridge between the party and the masses of the people and a major political task of the party and the state. The construction of a service-oriented government is an important aspect of the reform of Chinas administrative management system. Under the new situation, new tasks, and new requirements, township and town party committees should focus on strengthening the construction of service-oriented governments, and continuously enhance the credibility and enforcement of the government in terms of ideology, organization, work style, anti-corruption and clean government, and system construction. Starting from the theory of service-oriented government, this paper conducts case studies, uses survey methods and literature methods, and analyzes questionnaires. This survey found that there are problems in township service-oriented governments with insufficient understanding of grass-roots civil servants in building service-oriented governments, weak awareness of township residents consciously participating in public management, and the gap between the ability of township governments to serve the masses and the needs of the masses. In view of these problems, this paper proposes that township governments need to change the operating mechanism, enhance the concept of service, improve the supervision mechanism, encourage the participation of the masses, closely contact the masses, clarify the needs of the masses, and lay the foundation for the construction and development of township service-oriented governments.
