沈阳师范大学学士学位论文 亳州市农村劳动力流动特征及治理对策 PAGE III 摘 要 自从1978年改革开放以来，我国就开始出现了大范围的人口流动现象。近年来，随着我国的城市建设的推进与乡村振兴政策的实施，流动人口数目开始出现了逐渐减少的趋势。截止到2019年，流动人口数为2.36亿，占总人口数的16.9%，相对于2011年的2.5亿人略有下降。随之而来的是，我国农村劳动力流动也发生着变化，这给现阶段的乡村治理也带来了新的挑战。为了解我国现阶段农村劳动力流动的现状，对我国的农村治理政策进行研究，本文选用了皖北地区的亳州市农村为例，以亳州市人力资源和社会保障局官方统计数据为基础，通过对比分析的方法分析得出，亳州市劳动力流动的主要方向以长三角地区为主，流动的群体以年轻男性劳动力为主，流动的规模依旧庞大，流动的主要时间相对集中在春节前后。根据这些现象得出当前在亳州市的乡村治理中存在着社会保障制度、人才机制、政治参与度的问题，并根据这些问题向亳州市提供了有关于人才政策、政治参与和基础建设几个方面的政策建议。 关键词：农村劳动力；人口流动；乡村社会治理；亳州市 Absract Since the reform and opening up in 1978, my country has begun to experience large-scale population movements. In recent years, with the advancement of my countrys urban construction and the implementation of rural revitalization policies, the number of floating population has begun to gradually decrease. As of 2019, the number of floating population was 236 million, accounting for 16.9% of the total population, a slight decrease from the 250 million in 2011. What followed is that the flow of rural labor in our country has also changed, which has also brought new challenges to the current rural governance. In order to understand the characteristics of my country’s current rural labor mobility and to study my country’s rural governance policies, this paper selects the rural areas of Bozhou in northern Anhui as an example, based on official statistics from the Bureau of Human Resources and Social Security of Bozhou, through comparison The analysis method shows that the main direction of labor mobility in Bozhou City is the Yangtze River Delta region, and the migrant population is mainly young male labor. The scale of mobility is still huge, and the main time of mobility is relatively concentrated around the Spring Festival. Based on these phenomena, it is concluded that there are still social security system, talent mechanism, and political participation issues in the rural governance of Bozhou City. Based on these issues, it provides information on the
