Involved in the fabric of international relations characterized by an economic globalization, all the countries-developing or developed-in the world are confronted with the dilemma in the matter of policy-making. While globalization of the world economy is affording all the developing countries with an opportunity for taking advantage of the trend of belated developmentM , it makes them subjected to great risks-particularly the financial risks attending the movement of international capital.For all the developed countries, it is also ambivalent. While it provides them with greater volume of foreign trade and better investment climate, it is to cause even more critical problem of unemployment in their countries. Consequ
