Many Received 10 June 2016 have argued that its theoretical basis has been slow to develop and that, in fact, a substantial theory of Revised 17 January 2017 Software Engineering is still lacking. Accepted 24 January 2017 Available online 6 February 2017 Objective: We propose a design theory for Software Engineering as a contribution to the debate. Having done this, we extend it to a design theory for socio-technical systems.
