Against this background environment, in this paper, there is a detailed analysis of human resources management and development of the history in the foreign trade enterprises, through the human resources survey in more than 10 local small and medium-sized foreign trade enterprises , the author stated the status of the human resources in the small and medium-sized foreign trade enterprises on the current, and identify the current existence of the problem in small and medium-sized foreign trade enterprises—the loss of human resources, this universal problem.
