In recent years, With the liberalization of foreign trade operation rights, the small and medium-sized foreign trade enterprises grow rapidly, its export volume of Shandong Province has become a new export growth points. The rapid development of the Small and medium-sized foreign trade enterprises are in the urgent need for substantial foreign trade professionals, however, because of various reasons of their own , most small and medium-sized foreign trade enterprises can not retain the talents, the loss of human resources of the enterprises is very serious. Therefore, lack or loss of talents is the key obstacles of what the small and medium-sized foreign trade enterprises are becoming bigger and stronger. Against this background environment, in this paper, there is a detailed analysis of human resources management and development of the history in the foreign trade enterprises, through the human resources survey in more than 10 local small and medium-sized foreign trade enterprises , the author stated the status of the human resources in the small and medium-sized foreign trade enterprises on the current, and identify the current existence of the problem in small and medium-sized foreign trade enterprises—the loss of human resources, this universal problem. The author analyses deeply the reasons for the loss of human resources of the small and medium-sized foreign trade enterprises from enterprises, individuals, as well as domestic and international environment, and then present a solution to the problem of countermeasures to establish a innovative mechanisms of human resources in Traffic Import and Export Company of Weifang.
