In the case of Shenzhen-Shanwei Special Cooperation Zone, each major actor has its own spaces of dependence and spaces of engagement that exist at different scales. By constructing a continu- ous space of institutions on the separated physical spaces, the Shenzhen-Shanwei Special Cooperation Zone becomes a new and continuous space of dependence of Shenzhen, which is embodied in the preferential poli- cies given by government of Shenzhen and enjoyed by businesses in Shenzhen-Shanwei Special Cooperation Zone.
