Study on Social Security Problems of Land-losing Farmers in Urbanization of Hefei City ABSTRACT In the recent years，the number of farmers losing their land is on the increase with the acceleration of the urbanization．Losing land，∞a matter of fact，means losing the most reli曲le and fundamental source oflivelihood for landless farmers．At present,they are incidentally filing petitions to the government due to the following facts： institutional balTieI$，farmers’weak economic affordability，the comparatively low attending rate of old-aged insurance and their unavailability of the unemployment security,the heath care,and the employment security and SO on．Therefore，it is of practical significance tO make a study of the social security of landless farmers in order to promote the urbanization of Hefei city smoothly,to safe guard the legal rights and interests of the landless farmers，to promote the coordinated development between the urban and the rural areas，to maintain social stability and building a harmomolls Hefei city． Briefly reviewing the policy and theoretical lesearch on the resettlement of landless farmers at home and abroad，this thesis analyzes the living conditions of landless farlners in Hefei．and points out the effectiveness“the landless farmers’ compensation and resettlement policy as well as underlying problems baSed on investigation．Additionally,the author l／lakes a comparison of the policies concerning resettlement,compensation and social security between Hefei city and other cities in China．Further,the thesis expounds on the leason8 why there exist differences in the regional policies．At last,the author builds up a framework On social security system for landless farmers in Hefci city,and designs the social security program from the following four aSpects such as old-aged insurance。medical care，employment and education for juvenile children in the light of the economic and social development of Hefei ci够 KEYWORDS：Urbanization：Land—losing farmers；Social sec
