The Internet not only help the government understand public sentiment, but also conducive to effective public participation in social management, a great role in promoting the development of Chinese society. But it also has its own inevitable drawbacks, and therefore must also be refined further. How the public network conditions to participate in social management, in order to promote the comprehensive development of the socio-political, democratic, economic, cultural, and is a major problem that we face. Theory study and practice of public participation in the network conditions to explore the late start, the lack of a complete theoretical system and operational measures, and public participation in social management mainly through participation in political democracy . Therefore, the purpose of this article is to explore the development of political theory and practice by describing the citizen participation in public administration at home and abroad, focusing on analysis of the status of our citizens to participate in, the main problems and constraints, and elaborated on the basis of our citizens to participate in the system build policy recommendations.
