II II ABSTRACT Innovation-oriented nation-building must rely on the construction of national innovation-based system. Building an innovative country should have a lot of subjects to play the innovation effect, but also need for innovative human resources, capital, institution, and so on. Of course, in addition to a sound financial chain, human resources and institutional chain, but also need a reasonable innovation performance evaluation system. Non-profit research institution is a new force engaged in scientific research of public-good type, its innovative research management performance evaluation system is a very important component. Due to the constraints from scientific and technological talents’ professional knowledge, the complexity of the innovation process, diversity of output, measuring the input and output of the non-profit research institutions is too difficult to comprehensive and complete, there is lack of a relatively standardized, universally applicable performance evaluation system in the innovative non-profit research institutions, to strengthen research on performance evaluation system, to advance the creativity and innovation and transformation, which is an important theoretical and practical issue.
