Although the government has made great efforts in the reformation of heating, until now, there are not successful large cases about heat- metering and charging in practice. According to the character of the building in our country, heat-metering for each client is not suitable in our country. Instead we should take the method of heat-metering and regulation for each building. Building Regulation means that the parameter of the input in each building could be regulated, according to the desire of the building. If we use this kind of system, we could not only satisfy the desire of the client, but also reduce the overheating caused by wrong regulating and thermodynamic disorder because of different design parameters among different buildings. Besides, it also can be used to stimulate the heat preservation of the envelope, and it’s feasible in technical and economic view. In this paper, the regulation of the one-pipe series-loop heating system used by most of existing buildings is discussed. The main goal is to find the factors that influence the difference of the indoor temperature between the design parameter and the real one. The factors that influence the indoor temperature are discussed, and the relation of the factors is analyzed. First of all, in order to get the factors which influent the heat transferred by the radiator, we had an analysis for the thermodynamic character of the radiator. Then we can find the influence of the change of the indoor temperature, and get the relation of the factors. At last we know that the parameter of the heating water make a great influence to the indoor temperature. Considering the regulating of the client, fix on the maximum return water temperature corresponding with different supply water temperature. Secondly, set up a numerical model in the condition of regu
