PAGE PAGE VI Abstract At present, China is in a critical period of social transformation, all kinds of new problems and new conflicts emerging that interest and value pluralism is becoming one of an evident features. Chinese public policy implementation as one of a tool that discount social values, to consider and conform various values and interests are the basic issues to be addressed.With the depening of the reform and opening up,more and more princial implementation parts including government and departments,objective groups,and the public are involved in the public policy process.They compete with each other for their own values and interests,which fullfill the public policy implementation process with various kinds of value conflicts and contradictions,such as value conflict between the implementers external and internal, value conflict among multiple layers in the enforcement system, and value conflict between the implementers and the target groups,etc.Which can cause undesirable consequences like public policy implementation fail or aliasing that will make it diffcult for public policy to assume the responsibilities to coordinate public policy values conflicts and embody social justice.To address these issues effectively, we should coordinate the interests of all parties ,and strengthen the sense of responsibility; optimize the implementation system, and standardize the implementation rights and responsibilities; develop the participatory culture, and create an good atmospheres of public opinion and supervision ,all of that will help to the integration of value conflict, so that help for the effective implementation of public policy. The author take value conflicts as a respective,analysis the reseasons that cause public policy implementation fail,and put forward some suggestions and countermeasures,which is not only have the significant theoretical value of deepening the fundamental research of the public policy, and spreading the theoretical perspective
