Effective local government performance assessment has been a hot issue of local governments to explore, and the scientific and reasonable performance assessment system is the difficulty of the work. Performance assessment index system should be with the social development. In the 21st century, building service-oriented government of China is the direction and goals in administrative reform. As local governments gradually build a public center-based service-oriented government, strengthen the implementation of service-oriented government supervision and assessment, to establish a scientific, rational, well adapted to service-oriented government of government performance assessment system has practical significance. In order to promote continuous improvement of service-oriented local government functions of government, and do better serve the public. Under the new public management movement in the west and Chinas administrative reform of the macro context background, drawed on multi-state characteristics of western government performance assessment system, analysised of Chinas current system of local government performance assessment inadequate and needs improvement, from the connotation of service-oriented government, combined with Chinas particular cultural, economic, social environment, to explore index to service-oriented government to improve the government performance.
