II II Abstract Scientific research institution for public welfare is an important subject, which participates in the national and regional science and technology innovation also plays an important role to promote the national scientific and technological progress. It is a birthplace, where bring science and technology activities and achievement of science and technology, but also it is important driving force for transformation from the theory of science and technology and achievements into practical productive forces. The current situations of our country public research institutions include: They strongly dependent on the government. Their assignment for Performance appraisal in most by government at most of the time. The construction of the assessment system is not complete. There is no effective mechanism of competition. These situations bring about difficult reform of the scientific research institution for public welfare. The main task of current research include: How improve the performance appraisal system and optimizing the performance management with the limited input of public resources, in order to maximize the value of performance output and promote the sustainable development of public scientific research institution. Therefore, in order to build the capacity in the public service, the main contents of this article is: around a central issue -Performance appraisal system in the public research institutions in China- to analyze costs, benefits, effectiveness, fairness and responsiveness commence of the products and services, that provided by the public welfare scientific research institutions and their staff, also put forward reasonable proposals. This paper firstly definites performance appraisal system of public research institutions, elaborated the importance of constructing the public service ability of oriented performance evaluation system.
