This paper has introduced the characteristic of governments project investment decision and the situation of the foreign governments project investment decision at first, have analyses the current situation of governments project investment decision and existing problem in the country especially, have probed into the positive meaning in the local government of our country of investment decision of the project. Several beneficial suggestions to processing things betweenIn conclusion, this paper gives the suggestions and solutions to resolve the problems occurred during every stage of the projects including design, tender, construction, settlement and contract management. Also, this paper gives cost, quality and schedule of the governmental investing projects and gives several practical methods for risk management of the projects. While the Investment organizational reforms are continuing to be carried on, the management of project invested by the local government will surely be more systematization and rationalization, meanwhile the improvement of systems and investment environment in our country will certainly promote the developments of the local economy and public service.
