非营利组织发展的SWOT分析及其启示 非营利组织已成为活跃在世界舞台屮的一支重要力量。随着经济全球化的深 入、社会公共事物的日益复杂，使得非营利组织在学术、教育、医疗、慈善等各 个公井领域现身，在实现治理的多元化，弥补政府治理局限性的同时，也提高了 治理的效率，成为和千千万万人生活休戚相关的重耍角色。而我国经济体制和社 会体制的改革也为中国的非营利组织提供了广阔的发展平台。 2008年中国汶川大地震后，社会捐赠汶川地震近600亿元，社会捐助的投 入与政府财政相融合补充，减轻了政府的压力，为抗震救灾作出了巨大的贡献； 2010年青海玉树大地震发生后，国内外非营利组织在第一时间伸出援手，体现 了社会捐赠和救助的巨大力量，也向大众展示了非营利性组织的作用。 非营利组织不仅构成了一个重要产业，也成为了社会生活和国民经济的一个 重要组成部分。对于推动政治文明建设，协助政府进行宏观调控以及建设适应时 代发展潮流的社会主义民主机制等都发挥着至关重要的作用。 关键词：非营利组织SWOT矩阵对策 ABSTRACT The non-profit organization has become one of the most important power which actives in the world stage. The economic globalization and social public affairs which make non-profit organization springs up in public domain，as academic，education, medical treatment, philanthropy, etc. Thus, the NPO not only makes up for the limitations of government，but also improves the treatment efficiency. It closely related to the life of people from all corner of the world. Besides，Chinese economic and social system reforms also provide a broad development platform for Chinese NGOs. After the WenChuan earthquake in 2008，the amount of social donations exceeded RMB 60 billion. The investment of social donation and government financial fusion released the pressure of the government and made tremendous contributions to the society. In 2010, after the big earthquakes in QingHai，non-profit organizations promptly reflected the great power in social donation and salvage. It also shows the critical role and unique position of NGOs. Now the non-profit organization is not only a part of important constitute in industry， but also plays a key role in social life of the national economy. It is the crucial factors to promote political civilization construction，the key factors to assist the government in macroeconomic regulation and the primary factors to adapt to the construction of the socialist democratic mechanism.
