* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * 1 - Intro T h a n k s Here to present you with a point of view from the “Civil Society” – this is a challenge! What is ‘civil society’? I like the definition given in Wikipedia: “the totality of voluntary civic and social organizations and institutions that form the basis of a functioning society as opposed to the force-backed structures of a state (regardless of that states political system) and commercial institutions of the market. “ If we accept this definition, I immediately must add that what I can represent here is NOT Civil Society as a whole. I.e. Human Rights organisations, citizen’s initiatives, civil society interest groups, issues’ groups of all shapes. What I CAN represent, within the limits of my institutional point of view, is the HUMANITARIAN part of civil society. Those organisations, institutions and groupings that are dedicated to mutual aid – mutual aid that is universal and impartial to all human beings – mutual aid that makes no distinction in the face of human suffering or abuse – mutual aid that addresses human suffering and abuse irrespective of any consideration other than that those who are in need must be helped and protected. 2 – The International Federation Umbrella organisation of all RCRC Societes worldwide. Founded in 1919, with a view to strengthening the peace-time work of the Red Cross. As an umbrella organisation, the Federation’s secretariat in Geneva is small, some 300 staff. It has 7 zone offices and representatives in many countries. But its focus is on support to the 186 NatSoc that are the members of the Federation. So it essentially is focusing on capacity transfer, movement coordination, and support to RCRC societies in emergencies. The RCRC is volunteer-based. There are some 20 million active RCRC volunteers worldwide. So there is no doubt the Federation represents the largest and most global humanitarian network today. 3 – The Role
