Financial monitoring reports issued by AWI document the agency’s compliance with the WIA requirements for financial monitoring. USDOL (2) also requires annual audits (A-133) WIA administrative requirements can be found in 20 CFR Part 667 USDOL audit requirements can be found in 29 CFR Part 96 Basis for Financial Monitoring Audits vs. Monitoring: Scope: Audits are more formal and broader in scope. Monitoring targets particular areas of risk. Timing: Audits are after the fact. Monitoring is during the period allowing for opportunity to make corrections during the funding period. 2009/10 Monitoring - Status Some RWBs have not seen copy of their “draft” final reports Draft reports should be completed by end of August Will still have opportunity to ask questions upon receipt Resolution of any questioned costs will occur after the issuance of final report 2009/10 Monitoring “Takeaways” Ensure ARRA contract provisions are included in agreements containing ARRA funding Obtain appropriate prior approval, as required (AWI FG 05046) Adequately document expenditures: Contemporaneous – Done at or close to the time of the event Sufficient – Does not require additional explanation or support Documents Exceptions or Changes – Describes changes to original information, as necessary 2009/10 Monitoring “Takeaways” Monitor prepaid and advance balances Properly record and maintain equipment records (29 CFR 95.34) Consider having a representative from county commission on your audit/finance committee Perform background checks Make sure
