CONCEPT PAPER ON TARIFF DETERMINATION?2006-07 ? ? ? ? ? HIMACHAL PRADESH ELECTRICITY REGULATORY COMMISSION, SHIMLA ? INTRODUCTION The Himachal Pradesh Electricity Regulatory Commission (the Commission) was established and incorporated by the Government of Himachal Pradesh through a notification dated 30th December, 2000, under Section 17 of the Electricity Regulatory Commissions Act, 1998 (14 of 1998), with its headquarters located at Shimla. ?OBJECTIVE OF THE PAPER The objective of publication of this concept paper is to communicate to all the concerned stakeholders i.e. the Government, the Utility, Investors, Consumers’ etc, the policies and procedures that the Commission plans to adopt with regard to determination of tariff. It also gives an insight to stakeholders on the Commissions’ mind and its responsiveness to the policies framed under the Electricity Act, 2003.. It is expected that this paper should generate widespread debate and ideas among the stakeholders. Commission believes that such public involvement in the process of tariff setting brings in transparency and greater public awareness on the emerging issues. GUIDING FACTORS FOR DETERMINATION OF TARIFFS The Commission is guided by the Electricity Act 2003 (the Act) and its own regulations i.e. HPERC (Terms and Conditions for Determination of Tariff) Regulations, 2004. The Commission is also guided by the National Electricity Policy and the National Tariff Policy in the determination of tariffs. The Commission also proposes to take into account the issues raised in the Draft Report of the Expert Committee on Integrated Energy Policy published by the Planning Commission, Government of India. ? NATIONAL ELECTRICITY POLICY The Government of India has issued the National Electricity Policy in accordance with Section 3 of the Electricity Act 2003 which aims at laying guidelines for accelerated development of the power sector, providing supply of electricity to all areas, and protecting interests of co
