CONCEPT PAPERof the3rdMEETING OF HEADS OF POLICE ORGANISATIONS AND AGENCIESORGANIZATION OF ISLAMIC COOPERATION (OIC)September 04-06, 2013Istanbul\TURKEYSCOPEThe transnational crime phenomenon and the threats posed by the criminal groups trespassing borders have been challenging the humanity in all walks of life. There is no room for doubt that the adequate and efficient remedy to such menaces requires comprehensive, concerted and strong-willed international cooperation. Security is no more a one-dimensional concept that is handled by the armed forces or states’ diplomatic offices. Currently, security is a complex notion comprised of different interrelated and dynamic components including but not limited to public security, environmental security, energy security and food security. Acknowledging this very fact, the humankind has developed and embraced the idea of “human security” since 1994,an overarching ideational ground covering all aspects of security and harmonizing the efforts in this field to provide a peaceful and secure world to all human beings.One of the tools used by the international community to maintain and sustain the peace, in particular sincethe earlier 20th century, has been the international organizations. International actors have preferred to come together, by putting aside the marginal utilities of other actors but rather focusing on the total utility, to work on the common problems. Those organizations have proved their efficacies and tenets in many different occasions. Nevertheless, the steadily growing number of international actors and the intensifying complexity of the matters of common interest pushed governmental authorities to develop more efficient and effective subsidiary cooperation mechanisms.Acknowledging and deeply appreciating the devoted efforts and invaluable contributions of the Organization of Islamic Cooperation (OIC) to the global peace and security, Turkish National Policedeems that it is the time for the policeorganizati
