Hence three factors are involved, they are “the Decision making and Implementation of the Public Policy”, “the Public” and “the Value”. Any political system concentrates on the value of “based on humanity” should take the public need as the premise and gist of value allotment. Our country is a social democracy country, our country’s tenet is serve the public heart and soul, hence all the activities involved with our country’s public policies should and must be based on how to serve the public and how to serve the public in a high quality.
