ABSTRACTChina’s economy has been showing a downward trend and the real estate market is under tremendous changes. On one hand, the supply has already exceed the demand and the market is sluggish. On the other hand, the competence of cost management of domestic real estate projects is relatively outdated. As the development costs increasing, real estate enterprises urgently need to strengthen management, reduce costs while ensuring the quality, thus increase profits and ultimately enhance their core competitiveness in the industry.First of all,this paper gives an outline of the background and significance of this topic and summarize the existing problems of real estate industry.Then the theories and researches home and abroad are also analyzed. Based on the analysis and the features of the cost control of a real estate project called AX,the objectives and methods of this paper are elaborated.In the second part，this paper introduces a real estate company called M and thestructure of M’s project costs which concludes the situation of M’s project cost control management. Then Project AX was taken as an example to elaborate the defects of decision-making， programming and designing，bidding，construction andcompletion.The main factors of the defects are studied and analyzed.Last but not least，through the intensive study and analysis of the problems of M’ s cost control management， the paper analyses ways and strategies to build up the responsibility system which combines the power and benefits，the dynamic cost control system and the cost control in the whole process of project development. As the traditional cost control theories mainly focus on the construction phase of the project, this paper highlights the importance of the preparatory work. The management strategy is elaborated as ‘decision as the foundation, preliminary work as the precondition, emphasis on the process, based on the result ’.
