新时期我国县级政府民主行政建设问题探讨 摘要：20世纪60年代末70年代初，民主行政的浪潮席卷全球。改革开放后，我国领导集体积极吸取西方国家的治国经验，根据中国当代的行政现状提出了以人民权力为中心的中国特色的民主行政理论。在我国要实现行政体制的民主化，就必须从多方面入手，制定合理有效的法律法规，完善民主行政的制度，积极发挥新闻媒体和社会团体的作用，充分保证公民行政参与权的实现。民主行政在我国的发展很不平衡，要看清我国民主行政的现状就必须深入基层。通过对新时期我国县级政府民主行政建设中存在的问题及其原因的分析，提出了加强县级政府民主行政建设的建议，促进我国县级政府民主行政的制度建设不断完善。 关键词：县级政府；民主行政；制度建设 The Discussion of Problems about Democratic Administrative Construction in County Government Abstract：In the late 1960s and early 1970s, the wave of democracy administration gobbles up all over the world. After reform opens of our country, Chinas leadership collective actively learned from western countries, according to Chinas governing experience of contemporary administrative status is put forward to the peoples power as the center of Chinese characteristic democratic administrative theory. In our country, as long as to carry out the democratization of administrative system, we need to do in many ways, draw up reasonable effective of laws and regulations, improve the administrative system, and develop the function of news media and social group, fully guarantee citizen’s power of administration participates. It is unbalance of the development of the democratic administration in our country. In order to known well of our democratic administration must be goes down to the basic unit. This article through to the administrative problems in Shanxi Province, the democracy in China in the new period survey, democratic county government administrative construction in light of the existing problems are discussed and strengthen the construction of democratic administration county government proposal, promoting democratic county government administrative institution construction improvement.
