History and Reforms Historically, education was voluntary and many of the existing schools had been set up by churches; only 40% of children aged 10 went to school regularly 1870: government involvement By 1880, 5-10 old year children: compulsory education 1944: Education Act in 1944 stipulates that all children were given the right to free secondary education 1960s: tripartite system? comprehensive system comprehensive schools were introduced and end the division between grammar schools and vocational schools 1988: the Education Reform Act in 1988 provided for the establishment of a National Curriculum for 5-16 year-olds and regular examinations. From a “tripartite” system : secondary modern school, technical school and grammar school selected 11 year-old children at the end of their primary education by means of an exam (“11-plus” exam) . To comprehensive system: Comprehensive schools were introduced in the 1960s with the idea that pupils should not be selected streamed at such an early age. Grammar schools in the United Kingdom a secondary school attended by pupils aged 11 to 18. The entry to grammar schools is controlled by means of an academically selective process consisting, largely or exclusively, of a written examination . (“11-plus” examination) Those with the highest marks go to grammar schools lay emphasis on advanced academic subjects rather than more general curriculum of the comprehensive schools.
