* Given all the health problems facing countries and communities, why are disasters important? * This list of challenges is not exhaustive. However, it does draw attention to some of the main groups of challenges. In going through this list, the facilitator should draw attention to what participants did and did not identify in their group work. * These are the key roles of health emergency managers. They are leaders, risk managers, program managers and operations managers. * The health emergency manager is a director – responsible for providing leadership, direction and producing results. They are coordinators of projects, operations and people within the health sector and between health and other sectors. They build relationships with people. They communicate risk and guidance on health emergency management matters. They provide advocacy for health emergency management and represent health in emergency management discussions. They are provide advice to senior personnel, including Ministers, to health personnel and to non-health personnel about health emergency management matters. They are assessors - undertaking risk and capacity assessment and health assessments in operations. They are planners – for capacity development, project planning, risk reduction planning and response and recovery planning. They are responsible for managing resources – mobilising resources, allocating resources and building capacity. They are project managers and activity managers – responsible for implementing project and operations. They are capacity developers – building the capacity of health emergency management systems, organizations and the knowledge, skills and attitudes of individiuals. They are evaluators – monitoring projects and operations, debriefing, reporting, and identifying lessons for future improvement of health emergency management capacity. * Given the health impacts of disasters, the health services required and the challenges of health emergency management
