PHASE TWO: VISION, OBJECTIVES, STRATEGIES AND PROJECTS INTRODUCTION This report documents Phase Two of the Integrated Development Plan for Msinga. Phase Two of the Integrated Development Plan for Msinga provides the long term Vision, Objectives, Strategies and Projects for each Priority Issue identified in Phase One. Phase Three provides a summary “Business Plan”, in the form of a table, for each Project. This report contains two sections: Section One: Vision Components Vision Statement Mission and Value System Section Two: Objectives, Strategies and Projects Priority Issues Objectives Strategies Projects SECTION ONE: VISION 2.1 VISION: CHARACTERISTICS AND COMPONENTS The Vision for Msinga is intended to provide a clear statement of the preferred future. This statement is informed by the understanding of the area that was developed in Phase One and the Priority Issues identified in Phase One. The following main characteristics of Msinga have had a profound influence on the development of the Vision: Low Human Development Index (World Bank measure of development) Physical and technical underdevelopment of the area Very high levels of poverty Absence of Municipal capacity In addition to the above, the following components were agreed upon at a Representative Forum meeting for consideration in the development of a Vision, namely: Poverty alleviation and the provision of employment opportunities Empowerment Economic Development The satisfaction of basic needs and the provision of services Education and Training Sustainable Municipality Participation of all citizens Safe and sustainable environment Utilizing these components and the characteristics of Msinga, the following Vision was developed: VISION Msinga will be a Municipality with the capacity to ensure local development, good management and development support. 2.2 MISSION AND VALUE SYSTEM The Batho Pele Principles, as illustrated in the Table overleaf, should guide the mission and values of the Municipality
