Development and Application of Water Utilization and Conservation Model in Basin Pei Yuansheng, Zhao Yong, Lu Chuiyu and Qin Changhai China Institute of Water Resources Hydropower Research, Beijing, China, 100038 Abstract: Because there are some shortcomings in water resources development and utilization models, Water Resources Allocation and Cycle Model (WACM) are developed on the basis of former models. This model couples generalized water resources rational allocation model with water cycle simulation model with new structure and functions, which brings soil water and natural ecology water use into allocation system. It realizes scientific understanding of the mechanism on nature-artificial water cycle simulation, and has better application value in practice. Water Resources Allocation and Cycle Model (WACM) forms new structure and character by coupling, and has bigger expand function by obligate interface. Since some additional modules such as soil erosion model and vegetation growth model are developed and added to Water Resources Allocation and Cycle Model (WACM), it becomes more and more perfect and has been applied to Heihe Basin, Ningxia, Haihe Basin and Zhejiang. The related research contents of Water Resources Allocation and Cycle Model (WACM) include water resources rational allocation, regional efficient water use, water resources management and regulation, regional water saving potential, quantitative relationship between water saving from aspect of consumption and irrigation water saving and water utilization efficiency calculation in irrigation area.
