工程量清单计价模式的应用与完善 摘 要 随着我国市场经济的发展，改革传统的“量价合一，固定费率”的工程造价管理模式的要求一直很大。特别是在我国加入WTO后，对我们造价管理提出了新的更高的要求。造价管理工作从方法上应逐步向市场经济的法则靠拢，与国际惯例接轨。2003年7月有关部门颁布了《建设工程工程量清单计价规范》，正式提出了工程量清单计价。 工程量清单计价是国际通用的一种工程造价计价模式，这种工程造价计价模式能真正满足我国“政府宏观调控，企业自主报价，市场形成价格”的工程造价管理改革的需要，也是我国加入WTO后，在工程造价领域与国际接轨的需要。 要保证工程量清单计价模式的顺利推广实行，真正达到市场竞争形成价格，最终控制工程造价的目的，必须先解决工程量清单计价推广应用中存在的问题，使工程建设各方真正理解接受工程量清单计价模式。 本文在认真研究《规范》的基础上，总结工程量清单计价在我国试点以来的实施成果，从工程量清单计价的执行现状、计价程序出发，通过工程实例剖析工程量清单计价应用中存在的普遍性问题及解决问题的方法。本文主要从工程计量和计价这个环节出发，重点解决如何提高工程量清单编制质量，如何更好的进行工程量清单报价。 关键词：工程量清单；计价模式；应用；完善；工程量清单报价 Abstract With the development of our market economy, the requirement of the traditional construction cost management pattern.“The more quantity, The more price”s very high.
