System for the current fiscal problems, “Twelfth Five-Year Plan ”period will further accelerate the tax system, further clarify the division of central and local powers, and promote the reform of the financial system below the provincial level, appropriate delegation of financial — 1 — authority, the right of the formation of inter-governmental tax, fee rights and the rational allocation of debt, to further improve the intergovernmental fiscal transfer payment system. 【Key words】 The Twelfth Five-Year plan tax system reform
