In 2004, the urbanization level was higher than 70% in TBNA, while the agricultural contribution to GDP less than1%, which reveals the declination of agricultural development in the area. In 2006,there were 236 administrative villagesdistributed in the five districts of TBNAO,accommodating a population of 383 thousand (see Fig. 1). When looking forward to the sustained development of TBNA on the basis of the great achievements which have already been made, due attention should be paid to dealing with the actual situations, among which the solution to the issues concerning Agriculture, Countryside and Farmers will be an important strategy which could directly affect the development of the new socialist countryside in TBNA. 1. Economic situation of agriculture and countryside In the past decade, an economic structure dominated by processing industry has been formed in TBNA, with the proportion of the three industries being 1:68:3l and the urbanization level reaching above76%.
