This thesis introduces buildings surveillance system and the concept of it with the main functions and advantages. Description of the current status of fire monitoring system, This leads to the superiority, necessity and value to establish a remote monitoring system in the fire area. After that we Analysis the building, purposes and requirements of the fire surveillance system, Secondly, this thesis presents principles, structures of the system. It also shows the reasons for using Visual Basic 6.0 programming software. The article focused on the communications part of the design, Which highlight the reason, standards and settings for the choose of the TCP/IP agreement. For the Visual Basic software, highlighting how to use the Winsock Control to establish communication links, achieving communications functions; the reasons to select Winsock Control; specific description of the properties, setup and the use and programming are additional. The first problem of this design is the communication between the server and the client; secondly, how to transform the data which come from the client to the information we need; thirdly, how to play the fire flash, the smoke flash, the curtain use for fireproof and open or close the door; finally, how to display the fire symbol and the fire alarm. We can use the Winsock control of Visual Basic 6.0 to realize the communication, Winsock control provide the interface execute method based on the TCP/IP agreement, besides, it have many events and means to perform the communication between the client and the server; A
