网络政治论文：中国网络政治参与的问题、成因及对策 【中文摘要】政治参与是现代政治文明的核心,广泛的政治参与是政治文明的本质要求,是现代政治系统良性运作的必要条件。网络政治参与的不断扩大也是政治现代化、政治民主化不断发展的重要标志。20世纪90年代以来,互联网在全球的飞速发展和普及,把人类带入了一个全新的信息网络时代,互联网不仅是传播信息的媒介,而且深入到了人类政治、经济、文化和社会生活的各个领域并开始扮演主导角色,对各国的政治体系和公民政治参与产生了深刻影响,它激发了公民政治参与的热情,丰富了参与形式,拓宽了参与渠道,把公民的政治参与带到了一个全新的领域。但是互联网的虚拟性、隐匿性等特征使得公民网络政治参与出现了非理性、非规范化参与倾向,如何利用网络技术的便捷性、高效性,引导公民网络政治参与走向制度化、规范化、程序化,进一步推动我国民主政治发展成为当前网络政治学面临的重大问题。从网络政治参与客体和主体两个方面来构建网络政治参与的体系,即优化公民参与外部环境,加快网络立法,加强舆论引导和伦理道德教育,培育参与型文化,推动我国公民网络政治参与规范、有序发展。具体来说,就是要在客观上,政府要优化政治参与环境,为网络政治参与提供外部环境保障；要加快网络立法,为网络政治参与提供法律支持。在主观方面,政府要加强舆论引导和伦理道德教育,从思想意识上规范网络参政行为；培养参与型公民文化,提高自主参与意识。 【英文摘要】Political participation is the core of political civilization; extensive political participation is the essence of political civilization and the essential condition of modern political system.
