碳交易对我国节能减排的推动作用研究.docVIP

摘 要 日益严峻的气候变化问题已经成为当今人类发展过程中最为引人关注的问题。人类不可能脱离环境而发展，人类对环境的过度利用和污染也不可能一直持续，这迫使人们开始转变经济发展模式，也催生了碳交易。作为最大的发展中国家，中国的温室气体排放量和能源消费量十分巨大，实现科学的、可持续发展任重而道远。对如何抓住碳交易的契机加快我国的节能减排工作的研究具有着重要意义。 本文回顾了国际社会应对气候变化所制定的相关国际协定以及国际碳交易市场基本现状。接着着重研究了中国CDM的发展状况，指出在项目类型、项目融资等方面的不足，提出了影响CDM估计年减排量的4个因素。在讨论碳交易对能源节约的影响时，从进出口贸易商品的内涵能源角度分析，提出碳交易是解决我国进出口贸易存在巨额净出口内涵碳的有效替代方法。本文所做研究对深入开展我国节能减排工作拓宽了思路。 关键词：碳交易，温室气体，清洁发展机制，内涵能源 Abstract The increasingly severe climate change has been the most concerned issue in the process of human development. Society cannot be developed without nature context and the overuse of the environment by people cannot last forever. Man has begun to change the pattern of economic development, and thus carbon trade emerged. As the biggest developing country, China releases a huge amount of greenhouse gases as well as consumes a large quantity of primary energy resources. It’s a long way to go before realizing sustainable development. It is of great significance to do the study of facilitating energy conservation and emissions reduction by the use of carbon trade. The paper reviews the relevant international conventions established by the international community in order to tackle the climate change, and then makes a brief account of the international carbon market. After that, the paper has an in-depth study about the development of China’s CDM, pointing out the deficiency in the type of projects, the financing of projects and so on. The paper puts forward four factors affecting the expected annual CERs. The discussion of the relationship between carbon trade and energy conservation is in the perspective of embodied energy existing in import export goods. The paper brings up the notion that carbon trade is an effective alternative to decrease the huge net export of embodied carbon in China’s international trade. The study provides a new way to carry on the implementation of energy conservation and emissions reduction. Keyword: carbon trade, greenhouse gas, CDM, embodied energy
